Round Robin Assignment By Rules And Vacation Period are not working (Doc ID 1476309.1)

Symptoms

A human task in a process is assigned to a group. The owner of the group, login
into workspace and go to Preferences > Rules. He creates a Group Rule for the
group and set the assignment to Round Robin.

When new instances are created, they are not assigned to users of the group
in round robin fashion. All users in the group can see the new instances in their inbox.

Also, if you enable vacation period for one of the user in the group, new instances are still seen in inbox of all the user belonging to the group including the one on vacation.

Round Robin assignment works fine for above scenarios if you configure assignment through human task -> Assignment in Jdeveloper in BPM project. e.g.
Assign User by expression: hwf:wfDynamicUserAssign('ROUND_ROBIN','demogroup','jazn.com')

This issue is observed in 11.1.1.6 and does not occur in lower versions of BPM.
