Chapter 38, Section 38.7.5 of the Oracle Service Bus (OSB) Developers Guide states:

"The pipeline processor may or may not block the thread until the response arrives asynchronously"

in regards to Publish, however it provides no information as to how it decides that it will block, or not block, the thread.
