WebCenter Interaction Collaboration - Service Fails to Start When the Common Notification Service is Unavailable

The WebCenter Interaction Collaboration service appears to start, however shuts down after a few minutes. During this time, portlets and general functionality are not available.

The Collaboration log, located in ptcollab\10.3.3\settings\logs, shows the following errors -



 The Common Notifation Service(CNS) may have gone down.
