Symptoms

In JCAPS 6.3, when trying to create a new repository based project from NetBeans, the following error occurs.

The issue has the following business impact: developers can not create repository projects due to the java.net.SocketTimeoutException received when creating a new project. If the user clicks
back button then try's again for up to 10 times, it sometimes will work.
