The satellite:cookie tag generates a url without context root, when called through WebCenter Sites / FatWire Content Server (Doc ID 1477231.1)

Symptoms

If a page uses satellite:cookie to generate a cookie and that page is called through the ContentServer servlet, then a CookieServer relative url without context path is generated. This is different to when the same page is called through the Satellite servlet when a relative url with a context path is generated. This is noticeably problematic if a friendly-URL system is in place, e.g. if URLs are of the form http://host/contextApp/ContentServer/a/b/c.html, then

 - when called through ContentServer, the cookieserver-generated url is incorrect, e.g. http://host/contextApp/ContentServer/a/b/CookieServer?timeout=31536000&value=1278677292421&secure=false&name=home&url=%2F

 - when called through Satellite, the cookieserver-generated url is correct, e.g. http://host/contextApp/CookieServer?timeout=31536000&value=1278677292421&secure=false&name=home&url=%2F
