Template Changes Not Reflected on Tomcat (Doc ID 1477856.1)

Symptoms

The Appserver used is Tomcat.

The page is not showing latest version of a Template/CSElement.

It looks like the server is returning an old cached page, but it even keeps showing the old version after the entire cache has been cleared.

If there is any temporal data on the page (such as a date), this does change, indicating that the page is actually regenerated with the old code, and not served from the cache.

New versions of JSPs are not getting recompiled. If we check the {tomcat}/work directory, the .java and .class files of the Template/CSElement in question have an old timestamp.
