Reports Builder Error REP-50125: rwbuilder.conf:java.lang.NullPointerException On MS Windows (Doc ID 1478627.1)

Symptoms

When trying to open Oracle Reports Builder, it opens a "Welcome to Reports Builder" window and asks to open an existing report or Create a new report.

No matter what option is selected, the Reports Builder will not open, but the Reports Builder Icon appears in the Windows Taskbar. Trying to open the Builder from Taskbar, the Error Pop-up window displays:
