Large Delay In Login Process To OAAM Admin 11g: How to Disable Policy Load at Login? (Doc ID 1479346.1)

Why is that we see a major response delay in OAAM Admin when? -
a) Login to OAAM Admin app -- takes upto 4 mins to complete the login process for some roles, and
b) Policy updates to change the status from active/disable takes long time.
