JSP Will Not Be Updated if working-dir is Set in weblogic.xml

When <working-dir> is set in the <jsp-descriptor> in weblogic.xml, the JSPs are not refreshed with the new content even after application redeploy. The issue only occurs when the server runs in PRODUCTION mode and <page-check-seconds> is not set (so the default value -1 is used). Due to this issue, users have to delete subfolder jsp_servlet under "working-dir" folder manually. The snippet of <jsp-descriptor> in weblogic.xml:
The issue can be reproduced at will with the following steps:
- via admin console, deploy test case WAR file
- modify jsp file, repackage WAR file
- via admin console, update WAR or delete the WAR then deploy again
- here see the jsp content is not updated
