Incorrect behavior after upgrading (Doc ID 1481267.1)

Strange behaviors are occurring after an upgrade. Javascript errors are thrown in the browser.

For example:
1. Register a gadget. Gadget list does not show the gadget registered in step #1. However, the gadget does show up in the dashboard.
2. Try to register another gadget. Javascript error can be seen in the browser:

dojo.data is undefined
