Emails are not delivered on time and get stuck in BPM 11g (Doc ID 1482046.1)

Emails are sent via email notification activity in BPM. Sometimes Emails take
a very long time to reach or do not reach at all until servers are restarted.

The emails flow fine when the servers are restarted but after a few dozen
emails are processed though BPM process, they get stuck and take a long time
to be sent out.
