Webcenter Spaces Help Does Not Work In 11.1.1.5.4 - HTTP-404 s Shown for Help Link and webcenter-help Application Fails To Deploy (Doc ID 1482351.1)

Symptoms

IN WebCenter Spaces, 11.1.1.5, 'Help' no longer works after applying Bundle Patch 4 i.e.
Patch 13647251 WEBCENTER PORTAL BUNDLE PATCH 11.1.1.5.4.

The webcenter-help application in the WebCenter Spaces Managed Server has a deployment status of 'Failed'.
Also, selecting the Help link in Spaces shows an HTTP-404 error.

This works fine in Spaces 11.1.1.5 release without the Bundle Patch.
