WebCenter Portal Application Admin Screens is Missing Scrollbar to View More than 25 Pages

Symptoms
WebCenter Portal Administration only sees the first 25 pages, and there is no scrollbar.
1. Create a default WebCenter Portal application in JDeveloper
2. Deploy the application
3. Login in as the admin user and go to admin screen
4. Create a new page - repeat this 24 times
5. Pages created after the 25th page will not be visible in the list to of pages. No scrollbar is seen to scroll to the other pages.
