When registered to AVAIL_SERVER (type MSG_TYPE_AVAIL_REG) to monitor a target queue, after register reply, AVAIL_SERVER sends two kinds of messages:

MSG_TYPE_AVAIL or MSG_TYPE_UNAVAIL
