OAM 11gR2: The Policy Store Is Not Available; Please See The Log Files For More Details (Doc ID 1482629.1)

Symptoms

Installed OAM 11g R2. When login into oamconsole it says:

"The policy store is not available; please see the log files for more details ".
Also is not possible to see any menu item listed in Policy Configuration tab.

 

In oam logs exist errors like
