Glassfish Web Console Not Coming Up After Apply GlassFish Patch 15+ And Getting NoSuchMethodError setLimit (Doc ID 1483226.1)

Symptoms

On some GlassFish Servers where the version used is earlier than GlassFish Server 2.1.1 patch 15 and is patched to say patch 17, the web administration GUI and other web application cannot be accessed and not responding. The server log shows the following "SEVERE" error:
