Oracle Enterprise Manager Fusion Middleware Control(fmwc) Fails To Load After Applying ADF 11.1.2.2.0 In Upgraded 11.1.1.6.0 Install

Symptoms
ADF Runtime Libraries 11g R2 has been installed via the following steps:
a) Patched 11.1.1.2.0 to Oracle ADF (Application Developer Runtime) 11.1.1.6.0
b) Applied ADF Runtime Libraries 11g R2 as per: <Note 1328698.1> How To Install the ADF Runtime Libraries 11g Release 2 in WebLogic Sever 10.3.5 / 10.3.6 ?
c) Applied following 2 patches:
<Patch 13656274> SHERMAN UPDATE2: RT BASED ON JDEVADF_11.1.2.2.0_GENERIC_120418.2212.6183.1 11.1.1.6.0
<Patch 13656372> SHERMAN UPDATE2: WEBCENTER COMPOSER PATCH FOR SHERMAN UPDATE 2 11.1.1.6.0
Once these steps have completed the Oracle Enterprise Manager Fusion Middleware Control(fmwc) application fails to load. The following error is seen in the AdminServer.log.
If the patches (13656274, 13656372) are rolled back then fmwc loads successfully and works as expected.
Note: The issue does not occur for a direct installation of Oracle ADF 11.1.1.6.0, only when the environment is originally 11.1.1.2.0 and then patched to 11.1.1.6.0.
