WebCenter Content 10g will not Import Folder Archive Collection from Source Server, nor will it Import the Backup (Doc ID 1484734.1)

Symptoms

On : 10.1.3.5.0 version, Content Server

When attempting to import the folders hiearchy on target from source no folders import, and when importing the backup back into target, import fails and
the following error occurs.

ERROR

Event generated by user 'anonymous' at host 'xxx.xxx.xxx.xxx'. System code execution error. intradoc.common.ServiceException: Java heap space java.lang.OutOfMemoryError: Java heap space


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Export folders from source
2. import folders into target
3. import succeeds but no folders import
4. import backup from target, import fails and java heap error occurs

The issue has the following business impact:
Due to this issue, users cannot use updated folder hierarchy
