LIBTUX_CAT:681 Occurs When Long Running on Windows (Doc ID 1484841.1)

Symptoms

When running application long time, sometimes LIBTUX_CAT:681 occurs and tpinit() fails on Windows platform. The problem occurs every half year.  The number of queues is not full, but qid is negative value.
