When Using Framework Folders, the IdcCommand File Fails With: THE PRIMARY FILE DOES NOT EXIST (Doc ID 1485263.1)

Symptoms

You are using Framework Folders.  When running IdcCommand in order to check a new file into a specific Folder, you get the error "The primary file does not exist".

An example IdcCommand hda file you are using is as follows:
