Symptoms

Solaris 11. Oracle Solaris 12.3 IPS installation fails in the download of the IPS packages.

# pkg install solarisstudio-123
   Packages to install: 24 
   Create boot environment: No
 Create backup boot environment: No

 Errors were encountered while attempting to retrieve package or file data for
 the requested operation.
 Details follow:
 
 1: Framework error: code: 7 reason: Failed to connect to 137.254.56.21: Cannot assign requested address

No problem occurs when Solaris packages are installed - but those use an http based publisher:
