Goal

According to P479 of Administrator's Guide, when "AssetDataManager.read" or "for assets getting REST API" was used, the AssetCache is created with readonly-complete mode.
However, the AssetCache was created with readonly-complete mode by "AssetDataManager.insert" and "AssetDataManager.update".
