After Applying WebLogic 10.3.4 Patch 13108901, WC_Spaces Will Not Start With Error: "weblogic.application.ModuleException: Failed to load webapp: '/wcsdocs' " (Doc ID 1486927.1)

The Spaces application on WC_Spaces will not start after applying WLS <Patch 13108901>.  The WC_Spaces.out log shows:
