SOA 11g: DB Adapter not Processing Concurrently when Message Count < 10

DB Adapter is used to poll the DB and send the messages to a sync BPEL process and the thread count is used to control the concurrency.
When the number of messages to be processed in the DB table is > 10 then messages are being processed in parallel.
But if the pending message count is < 10 then all 10 messages are processed in sequence.

Messages should be processed in parallel even when the number of messages are less than 10.
