Login Attempt with OHS 11g WebGate to OAM 11gR2 looping using IE browser but Not Chrome/Firefox (Doc ID 1487969.1)

Symptoms

We can successfully access protected application using firefox and Chrome browsers but when we use Internet Explorer
(IE) browser it fails. It appears that obrar.cgi request does not set ObAuthenCookie in http 302 response so user 
accesses resource again without cookie and it goes into loop
