During an Upgrade to WCI 10.3.3 Running the DB Upgrade Tool Results in Error "Attempting to initialize password seed when it has already been initialized" (Doc ID 1489105.1)

Symptoms

On attempting to ugrade from WCI 10.3.0.x to 10.3.3, the dbupgradetool.bat generates an error when attempting to upgrade the portal database: The upgrade tool is unable to connect to the DB, failed to initalize password because the password was already initalized. Attempting to initialize password seed when it has already been initialized.

In the install_dir\ptportal\<version>\bin\assemblies\UpgradeErrors.log the following messages appear:
