Frequent FRM-93535 Error- formsapp-diagnostic.log Shows "error=12, Not enough space" and High Memory Consumption of frmweb Processes (Doc ID 1489331.1)

Symptoms

Newly deployed Oracle  Forms FMW 11g application and no issues in development or test areas.
Now in production users often see the following error:

 

 "FRM-93535: cannot create runtime process: unable to execute startup command".

 

formsapp-diagnostic.log file may show the following:

java.io.IOException: Cannot run program "/oraloc/app/Oracle/Middleware/FRHome/bin/frmweb" (in directory "/oraloc/app/Oracle/Middleware/FRHome/forms"): error=12, Not enough space"

NOTE: Issue has also been seen in 11.1.1.4.  It may be seen in any 11gR1 or 11gR2  version.
