Frequent FRM-93535 Error- formsapp-diagnostic.log Shows "error=12, Not enough space" and High Memory Consumption of frmweb Processes

Oracle Forms - Version 126.96.36.199.0 and later
Newly deployed Oracle Forms FMW 11g application and no issues in development or test areas.
Now in production users often see the following error:
"FRM-93535: cannot create runtime process: unable to execute startup command".
formsapp-diagnostic.log file may show the following:

NOTE: Issue has also been seen in 188.8.131.52. It may be seen in any 11gR1 or 11gR2 version.
