SOA 11g: Unable to Edit DB Adapter for Existing Projects - NullPointerException (Doc ID 1489774.1)

Symptoms

SOA 11.1.1.6

Opening SOA composite from older SOA release using JDev which uses DBAdapter, it won't start Adapter Wizard when we trie to modify the endpoint.
When JDeveloper is started in console mode the following exception is seen in the console when attempting to edit DB Adapter endpoint:
