OPSS - Getting JPS-06611 The Keystore Service Instance keystore.db was not initialized Exception (Doc ID 1489973.1)

Symptoms

When attempting to reassociateSecurityStore, the following error occurs.

JPS-06611: The keystore service instance keystore.db was not initialized.[[

After the second execution of the command there is no issue, but the policies are not getting fully migrated

The issue can be reproduced with the following steps:

1- Go to the Database that Webcenter domain is using for saving OPSS information and remove the OPSS schema using RCU script in order to leave the DN empty of OPSS information

2- Go again to the Database that Webcenter domain is using for saving OPSS info and create OPSS schemas running RCU.

3- Make a backup of jps-config.xml and system-jazn-data.xml files located inside of fmwconfig folder of WebCenter domain.

4- Enable OPSS loggers in order to get more debug information during re-association process:
