Error During 7.6 Upgrade To 11GR1: table or view does not exist (Doc ID 1490379.1)

Symptoms

Half-way through upgrading from 7.6 to 11gR1, when we start up the appserver and click the Test button, the test fails with errors about some _Rating tables not existing.
