OAM 10g: User Manager Monitor Requests Search And Other Workflow Searches Fail With "Error! An Error Has Occurred In The Product ..... Error message: Unable to run program."

Oracle Access Manager (OAM) 10.1.4.3 User Manager Monitor Workflow Requests search is failing with "An error has occurred in the product. .... Unable to run program."
When trying to retrieve the list of create user requests made in the last period, after around 15-20 seconds User Manager produces the following error:
The same error occurs when attempting to access the Workflow Definition page.
This problem started occurring since WebPass was configured with a maximum retry limit for Identity Server requests e.g. client_request_retry_attempts = 3, so that it will only retry requests that have failed to received a timely response from Identity Server a maximum of 3 times before returning an error.
Steps to reproduce
1. Configure client_request_retry_attempts in the WebPass globalparams.xml.
2. Access OAM User Manager application at /identity/oblix and login as OAM Administrator user.
3. Click the Requests sub-tab and then the Monitor Requests link.
4. Enter search criteria then click Go: the error occurs.
