Security Information Changed Runtime Get Lost after Redeploy

Symptoms
When ever new version of the custom Portal is deployed in WC_CustomPortal cluster managed server, the security that was previously assigned runtime (roles to users) get lost. Only the the user-role policies available in jazn-data.xml file in the Custom Portal application code is available after deployment.
Steps to Reproduce

1. Deploy a custom Portal
2. Run the Portal
3. Add some new users to a group runtime
4. Undeploy the application
5. Deploy the application again
6. Notice that the users added to a group runtime are no longer member of the group
