WebLogic Fails to Sucessfully Deploy the War File During Installation of EDQP (Formerly OPDQ) (Doc ID 1490593.1)

Symptoms

The WebLogic Server never starts up. The WLS console conveys that the WAR file deployment status is “deploy running” state.  When DSERVER.jar attempts to launch the Enterprise Data Quality for Product Data (EDQP) embedded Derby jars, it fails because there is a derby already running on port 1527.  No errors are displayed or logged.
