Symptoms

When installing the BPM or SOA patch over SOA/ WebCenter installation, I get the following error:

OPatch system modification phase did not start:
Patch "1234567890" is not needed since it has no fixes for this Oracle Home.
Please see log file for details.
System is intact, OPatch will not restore the system
