OIF 11g Generates HTTP-500 Internal Server Error In Clustered Environment Only When Both Nodes Are Running

A 2-node Oracle Identity Federation (OIF) 22.214.171.124 cluster has been installed.
When both the OIF managed servers are up and running, when the request is processed by OIF node 2 authentication fails and error HTTP-500 Internal Server Error is displayed to the user.
If OIF node 1 is stopped and only OIF node 2 is active then SSO is successful and the error does not occur. Likewise if OIF node 2 is stopped and OIF node 1 is active alone.
The second OIF node diagnostic log shows an error similar to the following when the problem occurs:
This problem only occurs when both OIF managed servers are available. When only one OIF managed server is running, authentication is successful.
