When configuring the OAM 11g Access Tester it requires some basic IP address/port and authentication challenge credentials so it can talk to the OAM server correctly. These setting allow the Access Tester to act like it is a registered webgate. However when you run into connection problems its is sumetimes not clear by the error log what is the cause.
