FCKEditor "mailto" icon generates mailto urls that behave strangely in IE

Symptoms
When using the FCKEditor mailto icon to generate mailto links, it creates code like:
In IE, clicking a link like this causes a) the mail client to load, and b) a new page to be shown that is mostly empty except for the mailto url. Behaviour a) is expected and desired, but b) is not.
Other browsers behave normally.
