SOA 11g: Behaviour of MinimumDelayBetweenMessages when Using the AQ Adapter

In order to throttle the dequeuing of messages with the SOA AQ JCA Adapter, the "minimumDelayBetweenMessages" property can be used by specifying it directly in the composite.xml, e.g.
When 3 or more messages are available, the following behavior is seen by looking at the instance start times
- the 1st message is picked up immediately
- the 2nd message is also picked up immediately as well with no delay
- the 3rd and all other reamining message are picked up with a delay as specified in the property above
So it appears as if the delay does not work for the first messages.
