Replace Application Option During Import Removes Non-default Reports in APEX 4.1.1 (Doc ID 1492091.1)

To reproduce this problem in 4.1.1

- Create application (i.e. ID: 100950) with interactive report on EMP
- Edit Report Attributes
- Check Save Public Repot option to enable
- Click Apply Changes
- Run the page
- Add filter by DEPTNO = 10
- Click Actions > Save Report
- Enter the following:
  Name: Public Report
  Check Public
  Click Apply to Save the report as public report
- Select Primary Report and click Actions > Reset
- Add filter by JOB = 'SALESMAN'
- Click Actions > Save Report
- Enter the following:
  Name: Private Report
  Do NOT check Public
  Click Apply to Save the report as private report
- Export the application (i.e. ID: 100950) with following options set to Yes
  Export Public Interactive Reports
  Export Private Interactive Reports
- Import the application
- Upload the export file (i.e. f100950.sql)
- For Install As Application option, select "Reuse Application ID 100950 From
Export File"
- Click Install Application
- Click Replace Existing Application 100950
- Run the application

Notice both "Public Report" and "Private Report" are no longer there.
