Symptoms
An Oracle Access Manager(OAM) 11gR1 11.1.1.5 environment has been upgraded to OAM 11gR2 11.1.2, following the upgrade guide:
Oracle Fusion Middleware Upgrade and Migration Guide for Oracle Identity and Access Management 11g Release 2 (11.1.2)

After upgrade, access to any OAM-protected resource produces the following error in the browser:
As part of the upgrade the EXTRA_JAVA_PROPERTIES setting in the OAM_DOMAIN_HOME/bin/setDomainEnv.sh script must be modified to set -Doam.oes.new=true.
If this change is reverted or changed to -Doam.oes.new=false and the OAM Managed Server is restarted, then the problem no longer occurs and OAM protected resources can be accessed.
