Selecting User Link on Message Task Flow Fails With ' User Not Available In The Configuration Identity Store' (Doc ID 1493251.1)

Symptoms

This problem happens in Webcenter Spaces 11.1.1.6  (ie. PS5 release) . It can also happen with Bundle Patches installed.
The Message Board task flow displays a list of recent message with a link to the user who created the message.
The expected behaviour is that when this 'username' link is selected, the user profile information for that user is displayed.

However, an error message is seen :
User <GROUP_SPACE_NAME> not available in the configured identity store. The user may have been removed from the system

The link works when selected from a 'Comment' on the message board rather than the main message.

The same username link for the same message , but selected through the Activity Stream task flow works fine.
