OAM Getting "An Incorrect Username or Password was Specified" Message (Doc ID 1494280.1)

Symptoms

On : 11g version, OID LDAP Server as user ID store for Oracle Access Manager (OAM).

When attempting to authenticate in OAM reports the following:  "An incorrect Username or Password was Specified" message.
The user account and password have been verified in OID with ldapbind.

the following error occurs in the oidldapd01sxxxxx-0000.log with OID debug level 1 set..

Due to this issue, users cannot login via OAM
