SOA-Infra Application will not Start and Throws Error "Unable to set the activation state to true for the application 'soa-infra'" (Doc ID 1494579.1)

Symptoms

On : 11.1.1.6.0 version, Product Installation

When attempting to start soa-infra in a cluster environment
the following error occurs.
