Users Profile Picture Thumbnail Is Not Updated When Their Profile Picture Is Changed (Doc ID 1494881.1)

Symptoms

The user uploads a new personal picutre for their profile.  After this the Thumnail does not show the new picture, but instead continues to show the first picture uploaded for the user.
