Email Notifications are not Being Sent Out from OIM for Password Reset (Doc ID 1495309.1)

Symptoms

When resetting a user's password as xelsysadm, the password reset email is sent out.

When using using an admin user who has IDENTITY USER ADMINISTRATORS (Role to provide access to user administration UI) and ROLE ADMINISTRATORS (Role to provide access to role administration UI),
Then reset the user password, the user's password is reset, but no email was sent out.
