SOA 11g - SOA Composer Will Not Allow Editing the Dictionary With "MDS-00013: no metadata found" Error (Doc ID 1496186.1)

Symptoms

After making changes to a SOA composite code related to a business rule and deploying the changes to a SOA cluster, you might not be able to access the dictionary page from the SOA composer screen.

The SOA composite still functions correctly but there is no way to view or edit the dictionary related to the rule. The composer might show exceptions like the following:
