SendEmailToAssignees Step Action Element Does Not Work For Delegate Action

Symptoms
The Out-of-the-box OpenMarket/Xcelerate/Actions/Workflow/StepActions/SendEmailToAssignees Step Action element does not work for Delegate Action. The element does not send an email to the delegated user and outputs the following error in the UI:
This step action element will send an email
Assigner name: Variables.assigner_user_name
Object: Asset: Content_C "FSIIAbout"
action to take: Not specified
Assigned name: Variables.assigned_user_name
Assigned role: (unimportant)
Email address: None
And throw these errors in the log:
