HTTP response time increases due to garbage collection on secondary node

Information in this document applies to any platform.
HTTP response time (for HTTP requests) shows intermittent spike. Different stake holders would view it differently:
- End users might complain that intermittently their browser takes longer time to load the resources than usual.
- Front-End webserver Administrators might complain that the requests that go to backend WebLogic instance take longer time to return the content than usual
- WebLogic Administrators might review the WebLogic access logs (DOMAIN_HOME/servers/<SERVER_NAME>/logs/access.log) and see variation in response time for the same resource across multiple invocation:
