Login Page Banner Not Visible After Publishing The Sandbox. (Doc ID 1497588.1)

Symptoms

OIM 11.1.2.


After customizing a sandbox and adding a login page banner and then publishing the sandbox, the new banner is not visible.  All other customizations for the login page are visible.

Although one is able to see the banner when go to the login page in Customization mode. Here want to use an image that is accessible outside of an OIM session.
