Not Able To Create RosettaNet Document In Oracle B2B (Doc ID 1498107.1)

Symptoms

After setup the new environment of SOA/BPEL, you are not able to create new document. 
Furthermore the environment being used originated as a cloned database from previous environment and SOA/BPEL application was installed from the media.
The following error occurs when attempting to create a new RosettaNet document:
